The Former President's Woke Alarm Misses Europe's True Threat: Economic Stagnation.

The recent US security policy document presents a flawed view of Europe. It claims that unrestrained immigration and what it terms "progressive" agendas pose an existential risk to European civilization. Yet, this perspective is based on a serious misreading of the situation. The actual challenge confronting Europe is not societal but technological and economic lag.

A Glaring Growth Gap Separating the US and Europe

Statistics paint a stark contrast. Between 2008 and 2023, US GDP surged by 87%, compared to a mere thirteen and a half percent growth for the European Union. During this period, European income per person dropped from over three-quarters to just half of the American figure. Remarkably, even the poorest US state now boasts a greater average income than major European economies like Italy and France.

Currently, about 50% of the global top fifty tech companies are US-based, while only four are from Europe.

The Innovation Shortfall: A Critical Question

The growing disparity is driven by superior productivity growth in the United States, fueled by technological innovation and better use of resources. The landscape of global tech leadership is decidedly US-centric. In the last five decades, hundreds of American startups have scaled into companies valued at more than $10bn, versus only fourteen in Europe.

This disparity raises a vital question: In the race for future industries like AI, semiconductors, and quantum computing, where does Europe stand? Experts widely concede it is essentially a contest between two between the United States and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Innovation Gap

Several major reasons explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and agile system for financing new ventures. The EU still lacks a true unified investment market, a factor that limits the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hamper European business. A US startup can launch a product under a single set of laws to access a consumer base of over 330 million. The EU, despite a bigger population, is divided among 27 different national regimes, creating significant market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In some EU nations, business failure was historically viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has eroded its capacity for pioneering research.

A Path Forward: Reasons for Cautious Optimism

Despite these hurdles, one can find causes for hope. European leaders are increasingly aware of the existential challenge and have started to advance substantial change. Key reports on European competitiveness and the internal market highlight the necessity of sweeping changes.

Given appropriate incentives and rule changes, these assets could support much higher degrees of business-led breakthroughs.

The continent still possesses considerable advantages: high-quality workforce, excellent education systems, and premier research institutions. Coupled with a vast domestic consumer base and high savings rates, these foundations could trigger a new wave of venture creation.

Importantly, even if Europe does not take the lead in creating cutting-edge tech, it can still significantly boost economic output by adopting and adapting innovations from elsewhere.

A Critical Juncture

The European Union now stands at a decisive moment. As the saying goes, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. However, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible loss of world influence.
